Minnesota continues to be one of the leaders in charter schools which it has done since it opened the very first charter schools in 1993. Minnesota has a wide variety of authorizers which authorize a wide variety of schools which they grant large amounts of autonomy to. However, certain regulations such as requiring parents of each school to sit on than school’s board of directors have discouraged large and highly effective charter school from opening up in Minnesota.

Teachers may be dismissed for “inefficiency” but there is no clear definition as to what inefficiency means. Effective teachers are eligible for performance pay.
